The area had been mostly dairy farms prior to 1906, but the earthquake caused many refugees to seek temporary living space in the area. John Daly eventually subdivided his land creating several housing tracts. Fear of annexation by San Francisco and being ignored by San Mateo County started a drive to incorporate. In 1911 the town was incorporated. Daly City remained relatively small until the late 1940s when Henry Doelger created a major district of houses and businesses called Westlake.
