Foster City is a planned city built in the 1960s. The city is built on engineered landfill. Much of the land was owned by T. Jack Foster, a real estate magnate who was a key person in the initial design of the city. Foster City is regularly rated as a top place to live by magazines such as Forbes (2009) and Money (multiple times). The homes have been arranged along manmade lagoons to maximize the number of waterfront homes.
